The Project:
ATON was retained to assist the U. S. Department of Veterans Affairs (VA) with expanding the existing Jefferson Barracks National Cemetery. Our professionals completed an Environmental Assessment (EA) in accordance with the National Environmental Policy Act (NEPA) on approximately 38 acres of park land adjacent to the cemetery. A Phase I Environmental Site Assessment (ESA) was also performed in accordance with the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the American Society of Testing and Materials (ASTM) Standard Practice: Phase I Environmental Site Assessment Process (ASTM Designation: E1527-05).
Additionally, ATON performed a subsurface investigation of soil, water, and rock conditions at the site by conducting geoprobe sampling, obtaining seismic data, evaluating geologic formations, and analyzing soil fertility to determine topsoil quality and whether soil amendments are necessary to sustain plant materials and turf. ATON’s Cultural Resource staff also conducted a preliminary study to predict the likelihood of impacts on cultural resources given the history of the Jefferson Barracks area. ATON assisted the VA in determining the effects of its potential action on historic resources under Section 106 of the National Historic Preservation Act (NHPA). The study provided baseline data and recommendations to inform the VA’s consultation with the Missouri State Historic Preservation Officer (SHPO) and other interested parties.
