The Project:
The scope of work includes site assessments, reviews of USPS-provided documentation and on-site records, site personnel interviews, completion of a Real Estate Disposal Survey and Facilities Environmental Checklist forms, and a final report of findings for facility disposition purposes.
Additional services include Phase I ESAs, including ASTM non-scope items such as Wetlands, Floodplain, and Endangered Species Reviews, Asbestos, Lead-Based Paint Visual Observations and Document Reviews, Visual Observations for Mold, and Vapor Intrusion (VI) Evaluations.
As part of the property disposition process, ATON has been a valuable resource in assisting USPS with evaluating historic resources under Section 106 of the National Historic Preservation Act (NHPA), assisting the agency with preparing documents for consultation with various State Historic Preservation Officers (SHPOs), and identifying and managing numerous subcontractors for mitigation efforts – such as preparation of Memorandums of Agreement (MOAs), Historic Structures Reports (HSRs), and Character-Defining Feature (CDF) studies.
